Abstract

Background. Strategic development of the agrifood system should be based on the formation of innovation territorial patterns of food supply and opportunities for improving food security. The importance of the innovation model of development of a territorial agri-food system is to integrate the efforts of agricultural producers, subjects of the food market in a single production-consumption cycle to achieve the most socially important food guidelines, growth of export potential of the region, activization of processes of import substitution. It is obvious that the process of modernization of the agri-food system is difficult, owing to its bioeconomical specificity, uniqueness and diversity of the natural conditions of economic activity, a large continue, with output of the payback period, the lack of involvement of innovations and protection of intellectual property. This prevents the development of the agri-food system, transforming it into high-tech, capable of generating innovative sector of the economy. In this connection, you need a fundamentally new model of organizational-economic system of the formation and use of food resources of the country and regions based on the implementation of strategic management, which is one of the accepted tools for effective development. Identified the issues determine the relevance, practical importance and the main directions of research. The proposed study contains methodological and practical approaches to the development of innovaciones models of development of regional agro-industrial system.
Materials and methods. Theoretical and methodological bases of the study are systematic and structural and systemic-functional approach to the study of the relationship of social and economic systems and their main components. Solution studies major tasks accomplished using a variety of methods of scientific analysis: a comparative, historical, mathematical and statistical; econometric and computer modeling.
Results. The main components of the innovative organizational structure of the agro-food system are identified. Methodological and methodological provisions of interdisciplinary research have been developed, primarily related to the study of innovative opportunities in the development of agriculture. In particular, a historical and economic assessment of the functioning of agriculture with the justification of spatio-temporal agricultural indicators and the creation of specialized databases (over a 100-year period), using the tools of spectral analysis, revealed the cyclical development of innovative processes in Agriculture and built a mathematical model for their prediction. Cluster analysis of the subjects of the Russian Federation was carried out, as a result of which 3 strata were revealed, which include, respectively, regions with low, medium and high investment attractiveness. With the help of correlation-regression analysis, econometric models of the dependence of the volume of internal costs on scientific research and development on the factors of regional development for the subjects of the RF of each of the three clusters are constructed. A methodical approach to the construction of an integrated assessment of the innovative potential of the region is developed on the example of the subjects of the Russian Federation in the Volga Federal District and the rationale for management decisions to improve it.
Conclusions. Developed in the situation and the results can be the basis for the development of innovative models of territorial agri-food system, aimed at systemic change production; formation, use and maintenance of the global competitiveness of the food resources; optimizing the development of basic industries and the achievement of target parameters; strengthening cooperation and integration relationships at all stages of reproduction.
